Date of Posting: June 10, 2026
Public Comment Period: June 10-19, 2026
Catoosa County Public Schools hereby provides public notice of its intent to apply for an Educational Flexibility (Ed-Flex) Waiver through the Georgia Department of Education (GaDOE). The Ed-Flex program, authorized under the Every Student Succeeds Act (ESSA), allows states and local educational agencies to request flexibility from certain federal requirements in order to better address local needs and improve student outcomes.
Proposed Waiver
For the 2026–2027 school year, Catoosa County Public Schools is requesting a waiver of the Title IV, Part A Content Area Minimum Percentage Spending Requirements under ESSA Section 4106(e)(2)(C), (D), and (E), relating to Sections 4107, 4108, and 4109.
Purpose of the Request
If approved, this waiver will provide the district with greater flexibility in using Title IV, Part A funds to address the specific needs identified through our comprehensive needs assessment process. The waiver would allow the district to utilize Title IV-A funds to expand the implementation of Kagan Cooperative Learning strategies, which promote active student engagement, collaboration, academic discourse, and increased instructional effectiveness in classrooms across the district. Additionally, funds will support the partnership with Cartwheel, a mental health and well-being partnership that provides students and families with timely access to mental health resources, consultation, and support services.
The requested flexibility will enable Catoosa County Public Schools to maximize the impact of available Title IV-A federal funds by directing resources toward the areas of greatest need as identified through stakeholder feedback, student performance data, and district improvement planning processes.
Public Input
Catoosa County Public Schools values the input of parents, families, educators, students, community members, and other stakeholders. The district welcomes comments regarding this proposed waiver during the public comment period listed above.
